Assists with establishing the vision and strategic direction of the Information Services Department, as well as the accountability of the department’s goals, objectives and financial objectives. Manages and participates in the evaluation, selection, functional gap analysis, design construction, implementation and enhancement of computer systems. Establishes project schedules with user management and ensures adherence to deadlines. Works with team members to develop and execute project workplans. Provides technical guidance to staff and coordinates end-user training. Works under minimal direction.
Develops and executes/manages/leads project workplans and budgets and arranges for necessary project resources. Assigns work, monitors progress, resolves problems and monitors expenditures to ensure compliance with budgetary constraints
Manages the evaluation, selection, functional gap analysis, design, construction and implementation of new systems and modifications to existing ones. Analyzes project requirements, establishes priorities and determines the most appropriate method of meeting user objectives (appropriate hardware, software and telecommunication requirements, as well as process, policy, procedure and operational guidelines).
Directs preparation of feasibility studies for proposed new systems or modifications to existing ones. Prepares cost, time, computer resource and staffing estimates and assesses impact on other projects. Prepares reports outlining analysis, recommendations and alternatives
Participates in the financial management of the department by assisting with budgets and forecasts, managing budgets, approving expenditures, submitting expenditures for other required approvals, etc
Meets with outside vendors to obtain information on their products/services and evaluates hardware/software packages, and consulting/training services for use by the Company. Negotiates contracts and procures products/services as appropriate
Ensures effective communication between staff and end users to ensure mutual understanding and agreement on project requirements. Contacts user management to resolve problems as required
Ensures compliance with all Kindred Healthcare I/S standards and procedures, and makes recommendations for improvements as appropriate
Keeps abreast of new technological developments and industry trends. Provides technical guidance/ advice to department staff
Provides periodic formal and informal status reports to Director and Senior Management. Makes formal presentations as required
Performs all duties inherent in a managerial role, such as completing or providing input to staff performance evaluations
Adheres to and participates in Company’s mandatory HIPAA privacy program/practices and Business Ethics and Compliance programs/practices
Reviews and adheres to all Company policies and procedures and the Employee Handbook
Participates in special projects and performs other duties as assigned
Thorough knowledge of computer systems analysis/design and project management experience required
- Effective oral and written communication skills also required
- Bachelor's degree in Information Systems or the equivalent
- Minimum of eight years Information Services experience and a minimum of two years in a supervisory role generally required
